It is not a normal starting of a mass media, it decides that everything on internet always comes earlier than the laws. To me, the law is the final but the most important line of internet regulation. And the countries can set laws base on their own internet development or media environment.The public organizisions is good at technical standard making because of widely public resource. But the executive power is too weak to force against the internet crime.
